In the era of globalization, unifi cation and the disappearance of borders, paradoxically, increasingly important is their determination, stressing the diversity, regionalization eff orts to achieve autonomy. Without wishing in any way to interfere in the substance of the legislation of local authorities in failure, this work concerns the possible contribution that the Extraordinary Liquidation Body (OSL) can make to the municipal government bodies on the rebalancing of a local authority. Artykuł poświęcony jest relacjom między władzą lokalną a obywatelem w pierwszym powojennym dziesięcioleciu w gminie Kościeliska, pow. oleski. Na początku autor charakteryzuje gminę, następnie podaje przykłady tych relacji na tle ówczesnej sytuacji politycznej, społecznej i gospodarczej. Najwięcej uwagi poświęca udziałowi i zaangażowaniu obywateli w działalność silnie upartyjnionych organów władzy lokalnej oraz w podejmowanych przez władze gminne wysiłkom na rzecz rozwiązania trudnych problemów społecznych i gospodarczych, z którymi borykała się ludność gminy. Se sitúa la discusión en la problemática del cambio social, las actitudes y la conflictividad colectivas. The various discussions and papers from the 4th Seminar on Agrarian History in its meeting about the local authorities in the 19th-century Spain, are discussed.
